County adopts mission
Time specific goals targeted

April 22, 2002 - Lincoln County now has a mission.
Lincoln County Commissioners say they want to better serve citizens and improve the county overall. The result is a new mission statement and vision for county
government, adopted April 8.
Commissioners and County Manager Stan Kiser met March 26 at the Gaston College Senior Center to develop the mission statement and vision. Bill Duston of
Centralina Council of Governments facilitated the workshop.
The completed mission and vision statement was released Wednesday.
According to the statement, it is the county’s mission “to provide user-friendly, cost-effective services that will create and maintain a safe, healthy and
economically strong county.”
“I think citizens have that right,” Kiser said, following the release.
Commissioner Tom Anderson said the statement will help commissioners reach goals.
“You have to know where you’re going before you decide how to get there,” he said.
Anderson said the statement will help when dealing with the budget. When beginning the budget process, he said, commissioners can look at the mission statement
and make sure any action they take will forward the goals.
“If you can’t be focused,” Anderson said, “it’s difficult to get where you want to get.”
Commissioners Chairman Jerry Cochrane said the statement will be a guiding principle.
“It really sets the tone of county government,” he said.
Anderson said the commissioners are not aware of a previous mission statement.
“There’s no corporate memory of another,” he said.
Included in the visions for county departments are plans for water, sewer, solid waste/landfill, recreation, airport, Gaston College and economic development.
According to the statement:
· Water plans include a water extension policy, an expanded water service to key locations within five years, a
scheduled maintenance plan for the county water system and continued discussion with the city on creating a combined Water Authority.
· New sewer districts will be independent bodies.
· The location of convenience sites should depend on population.
· A Park/Recreation Master Plan should be developed in two years.
· The county will consider a joint city/county program to extend water and sewer to the airport within five
years, and the airport should be financially self-sufficient within two years.
· A new technology building should be completed for Gaston College by June 2004.
· The county will receive a percentage of new ad valorem revenue generated from new investments in the county.
“It’s all clear and concise,” Kiser said. “We’ll be working with each department.”
The time specific goals will be monitored for progress.
While short-term goals will be changed after completion, Anderson said he hopes the general mission statement would remain the same.
“Hopefully it will be there for a long time,” he said. “The words might be different, but the intent would be the same.”
Anderson and Kiser agree that forming the mission statement is a positive move for the county.
“It’s general enough to provide services needed by citizens in a fair and equitable manner,” Anderson said. “I don’t think county government will ever not want
that.”
